Water and wastewater decide more of your park's value than lot rent does

Two Tennessee parks with the same pad count and the same rent roll can be worth very different amounts, and the reason is usually underground. This page explains how the utility configurations that actually show up across Tennessee change underwriting, financing, and buyer pool — and which documents settle the question.

Tennessee parks are not on one utility model

Tennessee's drinking water and wastewater landscape is unusually fragmented. Alongside city systems, the state has a large number of independent utility districts — separate public bodies with their own boards, rates, and service boundaries — plus a very large number of small community water systems and privately owned wastewater arrangements. For a park owner, that means the honest answer to "what utilities does the park have?" is rarely just "city" or "well."

Configurations we regularly see on Tennessee properties include:

  • Public water from a municipal system, billed to the park on one meter
  • Public water from a utility district, individually metered to each site
  • One or more private wells serving the whole community
  • Public sewer from a city or wastewater authority
  • Individual septic tanks and fields, one per site
  • A shared septic system or drip-dispersal field
  • A package treatment plant or lagoon operated by the park
  • A mixed configuration: public water with private wastewater, or vice versa

Why the configuration changes the number

A buyer is pricing three separate things: the cost of running the system, the risk of having to replace it, and whether a lender will finance a property that depends on it.

Master-metered vs. individually metered

On a master meter, the park absorbs the whole bill and every leak. On individually metered sites, most of that cost and most of the leak risk sits with residents. The same park can carry a materially different expense ratio depending only on that. If you bill residents for water or sewer, how you bill matters too: Tennessee's Regulatory Authority and the serving utility both have views on resale and submetering practices, and a buyer will want to see how the current arrangement was set up rather than assume it transfers cleanly.

Private wells and community water systems

A well serving multiple households generally makes the park a public water system in the regulatory sense, with sampling, reporting, and operator obligations administered through the Tennessee Department of Environment and Conservation. That is not a dealbreaker — many good Tennessee parks run this way — but it changes the file. A buyer will ask for recent sample results, any notices of violation, the certified operator arrangement, and the condition of the wellhead, pressure tank, and distribution lines.

Septic, drip fields, lagoons, and package plants

Wastewater is where Tennessee park deals most often slow down. Individual septic systems for a park are permitted through the state's subsurface sewage disposal program, and a shared system, drip field, lagoon, or package treatment plant typically carries an operating permit with monitoring and reporting duties. The practical questions are always the same: what is permitted, what is actually installed, how many sites the permitted capacity covers, and whether the system has been failing in wet weather.

Capacity is not the same as vacant land

Owners often assume that vacant acreage means the park can expand. In practice expansion in Tennessee needs three separate approvals to line up: local zoning or land-use approval, utility capacity and a willingness to serve from the water and wastewater providers, and — on a private system — permitted disposal capacity for the additional sites. Any one of the three can stop it. A buyer will underwrite additional pads as upside only when there is documentation behind them, which is why "room for 20 more" rarely moves price on its own.

Regional patterns worth knowing

These are tendencies, not rules — every property has to be checked individually. In the counties surrounding Knoxville and across the Cumberland Plateau, older parks on well and septic are common, and terrain compounds it: slope affects where a field can go and how stormwater moves through the community. In West Tennessee, drainage and flood exposure come up more often, and FEMA's flood maps frequently matter to lot-level usability. In the growth ring around Nashville, more parks have been annexed onto public systems over time, which usually widens the buyer pool and the financing options.

Drainage, storms, and the things insurers price

Tennessee sits in an active severe-weather corridor, and wind, hail, and tornado exposure affect insurance cost on park-owned homes far more than on the land itself. Separately, whether any portion of the community sits in a mapped special flood hazard area affects both insurance and what a buyer will credit a vacant site for. Both are checkable before anyone visits the property.
